According to a new initiative, Belarus is considering the possibility of involving citizens in defense work in peacetime, before the introduction of martial law. The proposal to make appropriate changes to the legislation on national security appeared in the database of projects of the National Legal Internet Portal.
According to the proposed draft, citizens who have reached the age of 16 will have the opportunity to voluntarily participate in defense work. At the same time, they will be ensured the preservation of their place of work and average earnings. Those who do not have a permanent job at the time of mobilization will be paid accordingly.
Under this initiative, the Council of Ministers will be authorized to:
- establish the procedure for the participation of citizens in defense work in peacetime,
- establish the amount of cash payments to such citizens,
- determine the list of defense works.
Such changes are supposed to be made to the law "On Defense". It is important to note that these changes are supposed to be made before the introduction of martial law, and are planned as a measure to prepare the country for possible situations in the field of national security.
